Before the income tax we had hospitals, schools, roads, electricity, police, fire departments, even soldiers and wars. It was only 1913 when we implemented an income tax (via an Amendment to the Constitution), and it was challenged in 1916. Then it was on 1% tax on net personal incomes above $3,000 ($77,603 today), with a 6% surtax on incomes above $500,000 ( $12,935,000 in today's dollars). Which goes to show that if you give the left an inch, they'll try to take everything.
