In the field of psychology, this is the truism that those with the least knowledge often have the most self-assuredness and confidence about the topic: e.g. they have illusory superiority and mistakenly assess their cognitive ability as greater than it is. This is exemplified by the political left, and getting motivation to "Fix" things, before fully understanding the problems or consequences of solutions: change first, think later.
This comes with many secondary maladies like inability to recognize their lack of ability, lack of self-awareness, cannot objectively evaluate their (or others) competence or incompetence.
