James Michael Curley, a four-time mayor of Boston, used wasteful redistribution to his poor Irish constituents to buy votes, while he used incendiary rhetoric/policies to encourage richer citizens to emigrate from Boston, thereby shaping the electorate in his favor. The Curley effect is inefficient redistributive policies pushed by incumbent politicians to shape the electorate through emigration of their opponents or reinforcement of class identities. In other words, California (and the lefts) political model.
